First, they paint their initial coat, let that dry. Then using masking tape, they go over the sections they want to add details too. Admittedly, they mostly do this kind of work with spray paint, but most paints come in both forms & I've seen tools that let you make a conversion. Personally, I can't paint, if my life depended on it. But I've gotten slightly better results from spray paint.
