		<description>I look at it this way--the &lt;i&gt;Trek&lt;/i&gt; movie wasn&#039;t about the essence of the Federation and what it does, what kind of feel it creates. It was about Kirk and Spock, and how they grow as people. To have them develop in the way they did, there needs to be a larger threat, an obstacle to overcome big enough to get Kirk to come into his own and Spock to put aside his usual BS. Mere exploration and peacekeeping isn&#039;t good for that sort of thing. It&#039;s about getting the characters to the point where those are reasonable goals for them. 

In short, if the Federation was the focus, it&#039;d be more of an issue, but it&#039;s not.

(Also, isn&#039;t Captain a high rank in the Navy? Which the Fed is based on? Remember hearing that somewhere.)</description>
