I seem to recall seeing something on some blog once that people thought was a character design for the movie, but the sources were questionable at best.

No… sticking his tongue out helps him draw “more accuratly” so you don’t have to “do over” any lines !!!
So that’s how Thier costumes got so much detail.
It’s so he can get into a room and stand behind people waiting for them to notice him before speaking, but faster!

more lines = more time for artists to draw each panel means books are late = slower not faster, at least meta-wise.
