Senators are in the office buildings to the north, and representatives are in the office buildings to the south. There's a network of tunnels under the Capitol that they take to go to chambers and place a vote. But a freshman representative wouldn't be able to get an office with a view of the Mall. It's all done by seniority, with the Speaker of the House getting the office that's underground and closest to the chambers, but the rest of the high-ranking reps taking the offices with nice views. It certainly can be better than some of the dumbasses some places end up with.
