Senators are in the office buildings to the north, and representatives are in the office buildings to the south. There’s a network of tunnels under the Capitol that they take to go to chambers and place a vote. But a freshman representative wouldn’t be able to get an office with a view of the Mall. It’s all done by seniority, with the Speaker of the House getting the office that’s underground and closest to the chambers, but the rest of the high-ranking reps taking the offices with nice views.
This is pretty much the experience of British Nationalist Party members who make it into local government. Too much work, not enough hatin’…. they miss a lot of meetings.
