Alfred called him "Master Richard" in the episode Downtime. Arrowette does still exist elsewhere on Earth-16, apparently, and Artemis isn't a new character for the show. Again, her ID is basically revealed in Downtime. So yeah, the more I hear, the more it sounds like TT renamed YJ, given MM and the next new character showing up, ah heh. There are rumors of WG and Secret though (don't tell me anything about Secret - I've vowed to avoid all spoilers and ep summaries from now on b/c it kinda made the last ep a less fun than it would have been if I didn't know what was going on). (Back in the day, (ok the 60's yes I'm old) cartoons were simplistic enough that continuity didn't even matter.)
