Strictly speaking, the Walkyverse is just one continuity stream. It runs from Roomies! through Shortpacked!. There are other universes that the Walkyverse has intersected with over the years, and these are not the Walkyverse, though they share characters, much like any multiverse. The Dumbiverse is one of these alternate universes.

So the Dumbiverse is completely outside of the Walkyverse, yes. But I would say the characters are also outside the Walkyverse, even though they have counterparts from there.
