Dinobot never said that he hates voting OR that democracy is stupid! He only mocked the Maximal secret ballot system for not having a tie-breaking mechanism.

  Note he says YOUR democracy. He’s disowning himself from it. And, remember, Dinobot is the guy who believes command should be taken by those who can physically seize it, as illustrated basically always.
