Actually, I always just assumed that the Sweeps and the Armada were just clones due to them retaining that special Insecticon ability after the reformat. It explains nicely why so many of them could die yet always leave a surplus of reserves.
A popular theory, but I dunno if it fits how I view the Sweeps. Did the Insecticon clones have individual personalities or are they just mindless zombie drones? I think of the Sweeps as individual, sparked dudes, which doesn’t sound like how the Insecticon clones operated.
I kinda always figured that the insecticon clones explained how there could keep being so many sweeps despite a fair number of them dying in the movie. As for how they got sparks and stuff – well, hey, Unicron just upgraded the cloning process to replicate sparks, too. Dude is a god, after all.
If Unicron needed Sparks for the Sweeps, well, at the beginning of the movie he’d eaten a whole planet worth of Transformers. Considering how slowly he digests — Jazz, Cliffjumper, Bumblebee and Spike were still alive to be rescued at the end of the movie — there were probably a lot of Lithones available to use. Assuming they had Sparks like Cybertronians to begin with.
My lineup would include Universe Galvatron (Bob), Henkei Galvatron (Steve), and Henkei Cyclonus (Tony).
I figure Unicron was kinda like Tom Carvel. He only had three molds to work from and he used them again and again.

Logically, the extra guy would be a Reflector unit. (He was animated in the battle for Autobot City, albeit miscolored, as his last appearance.)
