For those wondering why it looks like a rerun, a key thing to notice here is that the author is an 8-year-old named Krystal, via a web site that must be using clip art from previous comics.

    Well done!

I’m confused as to how this works.
Is there, like, a website that Willis contributed his comic to, where you can add your own dialogue to a provided comic strip, then submit it, and he saw this one and thought that it was really good and so posted it?
    Is he advertising this website?

Come to think of it, the advertising solution doesn’t seem that unlikely, he does have the website written down the bottom.
