I don’t get it… I assume from the tags that it has something to do with G.I. Joe? And maybe their action figures?

Correct. The joke is about the improvements in action figure sculpting over the years. Both Scarlett and Lady-Jaye are represented by their original action figures, which were okay back in 1982 and 85′ respectively, but now look kind of awkward and frumpy compared to newer figures, such as the then — in 2006 — brand new DTC Cover Girl action figure.

Back then, a lot of folks were still dumping of the newer GI Joe figures, and comparing them unfavorably to the originals. But most were forced to admit that DTC Cover Girl was a huge improvement over her rather fugly original.
